Criminal law is generally regarded as playing a significant role in controlling behavior.
It is also considered the “sharpest sword of the state”. If the climate is still to have a chance, however, it is not a matter of complying with existing law, but of changing it immediately along with the attitude of society. This is where the air becomes thin for criminal law. The least that can be done is that criminal law should at least not penalize so-called civil disobedience in the sense of a final outcry.
